SIDwave, save bitmap in P1 and use Congo5 to convert it to any format you want. Here's the link (working great on Win8.1):
Congo5

really strange, bitmap is a simple byte array just like screen & colmem data, i see no reason why this happens.

in other news I've a new laptop with win 8.1, but that doesnt means I'll be able to debug this.. I'll do some checks on this and finish some of the new feats during the holidays tho :)

My mistake... save picture as PC BMP then use Congo5.
100% working.

Oswald, drop all config stuff.
the gfx mode is chosen, then save all koala in $6000 which was once standard format, and save all hires in $6000 with all data.

dont ask the user to do anything at all.
format chosen = save!

or only ask user to choose start address.. rest goes auto.

oh no, congo is such a ....erhh program!
maybe it works..

but i want to see P1 work.

i have tried 6+ different cross c64 gfx tools, and they all have lacks.. oxpaint dont do hires.. timathes crashes when saving.. etc.. the only thing i got a result with was P1 0.5

Dude just use Congo or P1 converter mentioned by Oswald. Or use Pixcen or GoDot there is so much solutions...

Congo is one of the most powerful converters ever made, just try it :)

I doubt P1 support save to hires feature at the time (the easy way).
