Catweazle was a childrens TV comedy program about an 11th century English Saxon wizard who fell through time while being chased by Norman knights (the pond bit) and ended up stuck in 1970.

Catweazle was live action. only its titles were cartoon. A caricature based on its star. here's the first part of episode 1 from 1970 :)

You can google around to find it, it bears a logo there allthrough the face which I removed, and pixeled to this.. Catweazle is a wizard, known from the '70 television series.
