I think this was part of the Dutch gameshow 'It's All in the Game' where (famous) contenders had to guess who's the (very famous) person appearing on the screen. The show contained alot of (famous) C64 games:

Slow, but yet a nice routine to draw the images. Works very well along the old FLD or blinds effects seen simultaneously during those years.
It would take some time before the stretchers were introduced...
