The X-Ray version, as it is based on the Fusion "crack," (previews don't need cracking, do they? hehe) is also a preview. I don't think this game was ever finished. INC normally did not like to release previews, but in this case, Mark really wanted to make the announcement about Fusion's death. Mark's hope was that by announcing his retirement, it would get some heat off his back. Mark was also at odds with Ian of Fusion as Ian was trying to control C64 Fusion even though Ian went on to the Amiga (although I don't think Fusion did too well on the Amiga). Despite Mark's retirement announcement, the whole thing was a smoke screen as the next step was to start Phoenix.
