Release id #116405 : Asteroids Emulator (Build March 2, 2013)

Is this a game or a tool? I am not sure how to judge this release. Refering the docs it's the original console code running inside an emulated environment doing the sound and video output. So the game code inside is not new, but the emulator environment which would qualifiy it as a tool. But the gamecode itself is 100% dependent and useless without the emulation it is fixed to. Finally it is something to play which would make it a game.

its in the grey area, but it's more a game than a tool.

you can say that in a way PoP is an emulation too, just to a lesser extent. according to MrSids blog he is using parts of the original code, while the gfx engine is "replaced".

pretty similar then :)

quite a few games from the early days use similar techniques btw, either running the original code from another system or a direct 1:1 translation to 6502

Running the same code (as its the same CPU) or emulating another CPU is quite a difference.
(ignore my ignorant post in case the original Asteroids used a 6502).

But they are of the same family and it runs the same assembler commands, AFAIK.

For me, it would only be a tool if you could load in and display other code without further alterations.
It is a bit different with another release by the same author: YM-64 - although it seems that all the packs released just contained converted musics including the player, but you would not get the standalone program to load in other .YM tunes. I will, however, meet Norbert soon, and ask him directly for more info.
