Group appears to be from Atlanta and is on the very outer rim of the XPB circle (or, at least group leader The Eagle is). The Eagle claims to be friends with Atlantians such as various XPB, PE and especially Inner Circle Exchange members (which are a XPB satellite group). He tells you to call the XPB HQ in Atlanta, etc.
