Should be removed from the compo, not set out of compo, it's a bitmap hence disqualified.
An out of compo entry should be for example a logo that has been removed from the compo to place a better / fixed one from the same author, but still a valid entry for the compo rules.

First glimpse was: Uhm... CharMode? Of course I'm aware via ColRAM more than 4 colors are possible but this... How?
2nd thought was: ECM? -> Monitor -> Computer sez NO.
Correct me if I'm wrong
(not impossible as I've been suffering from wrong VIC reg info from Das Große Data Becker Grafik Buch, German Paper Book from 80s guaranteeing you'll never understand VIC) but
