Thank you hedning! Doc. Shock appears to have been the leader of the group, and his address in the code of Masters of the Universe verifies that he's the sysop of Defcon 1 HQ in NJ, which could have already been guessed as he was also a NEPA member. The BBS was simply named "Defcon -1- HQ".

Defcon 1 was a US based group. That's very clear from reading the NTSC and PAL scroll texts in this demo (the demo checks $02a6 and gives a "bonus" scroll text for PAL users).

Just reading the language of the scroll text gives away the country of origin. No Germglish or UK English remarks. The greets are always a good sign to check in old productions.

Doc Shock ran a BBS in AC201, which is New Jersey.

and the final nail in the coffin is the address listed to reach Defcon 1, which just happens to be The Charlatan's address. He comments in other demos about people writing him at this address:

7608 Meadow Way
Baltimore, MD 21222
USA

Perhaps it's an international group.
In a magazine I read somewhere that Ogami/FLT was a member of Defcon 1.
He's from Sweden...

Not 100% sure if this group is from Germany, check the scroller in Hypa Demo
