A cracking sprite editor. I use it exclusively when hires on multi-colour sprites are needed.

The current version of SpritePad offers an overlay feature.

HOM is certainly a great editor, we're using it almost 100% of the time for our projects.

This is a very nice sprite editor, with some nice music by Guy Shavitt. I found this tool to be really handy for making a hires overlay over multicolour for my current C64 game project (Which will be free this time round). I don't know of any cross platform tools that work the same as this :)
