The VIC chip can only address 16 kB memory at a time so all sprites and display memory must fit in that 16 kB. All animation frames don't fit so the enemies only have animation frames decompressed in VIC memory for one direction at a time. To turn around, the enemies must wait for the animations in the other direction to be decompressed before they can start running. It takes a short while to do that so they need to "think" for a while. Luckily, the original had an even longer delay so the decompression delay is completely hidden in the conversion.
