The picture was converted from an Original .jpg using Paintshop Pro and Pixel Polizei.
Decreased the amount of colors using a palette from an emulator in PsP and then fixed the clashes with PPolizei and exported it as .png and bounced it back and forth a few times this way until I had an acceptable result.
