Upon reflection, "UPI" is most likely referring to Ultrasoft Incorporated.

This looks to be commenting on events that predate the ESI vs UCF war (and probably pre-dates UCF itself), where these groups and individuals were already nipping at each other and choosing sides. It references some obscure groups and individuals. The author is unknown.

It places ESI, NEPA, Phun Soft Inc. and "TST" (The Supply Team?) on one side of the conflict and "UPI" (Underwarez Pirating Incorporated?), Commodore Pirating Artists, Masters of a Trading Vision and The Hackman on the other. There is also a page dedicated to Dr. Ice.

This "demo" doesnt choose sides and instead seems to be a juvenile, generalized slag-off of this part of the scene.
