Looks very like a BBC test card;

http://www.meldrum.co.uk/mhp/testcard/bbc_test/tcg320.jpg

"Test Card G used by the BBC at various times, although only broadcast occasionally. It is a slightly modified version of the standard Philips PM5544 test pattern. It was the first "electronically generated" test card from the BBC."

Edit: just found the Philips PM5544 so it's a generic; would have been used by a lot of services all over the world!

http://www.pembers.freeserve.co.uk/Test-Cards/PM5544-TV4-Sverig..

"The Philips PM5544 colour electronic test pattern has been used almost everywhere that there are 625 lines to carry it, superseding most other cards and patterns."

Hehe.. Just imagined what it probably was like when he painted it:

He probably just switched channels on his TV-set between c64 and TV. :)
