I wonder if this is the first version of the editor. Another version of the editor can be found here System 6581 V3.0.
I've also included an instructions file which mentions: "Player & Editor (c) Sonic Graffiti/SYS6581".

Was this a coop from Sonic Graffiti and System 6581 group?

The instructions file also mentions that some demo tunes are by Gez/Sonic Graffiti and Psygnosis. Unfortunately there is only one demo tune that is loaded with the editor.
