Appears to be, but the longer I look at it the more it looks like something TCO released himself. It has the same weirdo vibe I get from all his other stuff, especially the stuff specifically released under the ATL group which is all pure garbage and has this same mocking tone in the scrolltexts. I'll run it by Dr. Ice and see what he thinks.
