For the SID frequency I basically did this:

//multiply with 0.985248/1.022727 = .9633538568943618 * 256 = 246.6185873649566 ~ 247 = %11110111

Translated into C or Java and optimized:

//o = original
//Strategy is (o << 8) - o - (o << 3)

For the playback frequency:
//Common NTSC (59.8260 / 50.1245) * 17095 = 20403.70417660027
// (1.022727 / 0.985248) * 19656 = 20403.71755334697
//Old NTSC (60.9927 / 50.1245) * 16768 = 20403.70664246027

In the end they were all the same.
