It's not a player issue but a user issue ;)
Caps lock is mapped to runstop in VICE because it's almost in the same position where it is on c64 kbd.
there is no shift lock, even if you can use this trick: press both shift, release only left shift, then also right shift, shift state should be "stuck" until you press left shift again.

Very beautiful!
- is it just me or does pressing caps/LOCK (in VICE) stop the sound instead of displaying the rastertime (i know that would be a player issue, though)
