Very interesting found you have there and yes as a tape/floppy preserver this sure caught my attention to do some research.
This is what I came up with:
The cartridge seems to come from Soest, Holland. The main purpose is to transfer files back/forth floppy/tape without any major hazel to swap programs etc.
The commands I have debugged are the following:
auto: autonumber basic default @100. eg auto a,b
old: selfexplained
trace: trace basic programs
dec: get the decimal value of hex
hex: the same as dec
renum: change basic lists to another number(replace number)
rep: repeat
find: Find a string in basic
help: can't figure out how to use this command but yeah I assume it has something to do with help ;)
set: sets background and foreground colors. eg set 1,2
Cassette tools:
put: save a file to tape using a 10x turbo, I assume. This command allows to automate save too by using the * you can increase names etc. Not totally sure how this is working.
get: load from tape
comp: compare the file in memory with file on tape, it works a bit like a verify.
merge: Now sure how this works but I guess it merges basic program with an existing file on tape (would make sense with the put command).
Disk Commands:
dload, dveryfy, dsave, dmerge: are what you would expect them to be, no fancy things here :)
There are some commands I still haven't figured out.. but most are cleaver when it comes to work with both tape->floppy and floppy->tape.
The left-arrow controls the floppy with standard WEDGE commands(and can be quite useful with a SD2IEC solution, as well).
dev: will change the device from #1, #4, #8 and so on. To keep track on what device you're at and what device is open.
copy: is great to copy files from tape to floppy and vice versa, can be controlled by the dev command and also got the functionality to use fastloader or standard kernal routines.

You can also reset the whole cartridge either by hardreset or sys49152
I really found this toolkit useful and great. The only thing to keep in mind is it can only deal with limited filesize 186blocks. This is however not confirmed 100%, due I just haven't got that far yet :)
But hey it's a great start.

Little is known about this cartridge, only it comes from Holland. Any information or manual scans are welcome.
