Though "Charpad" is a great tool for Chars/tiles/maps , this one looks very handy to use for pure charset work. thanks for the efforts i gonna check it out soon

You can edit 2x2 (or any size up to 8x8) by clicking on the Tile -> Tile Properties menu.
And then change the size from that dialog.

You should see something like this:

@Roysterini: I could add it. Is that something that you need, or a nice-to-have feature ?
I thought of adding ECM support but since almost nobody uses it I lowered its priority
