The problem was in the tune data itself, at least 2 wrong bytes set to $40 instead of $20 made it read from $4000 instead of its own data. Rip has been fixed.

Unpacked program relies on memory content outside its load range, so depending on memory fill pattern it could work or not.
Fill mem with $00 and it works.
