LCC is not a scener but a group. I will assign now Timoc from Libyan Cracking Commando as coder.

This editor is based on Beat-Box Editor V9.9. It uses the exact same digi routine.

Since the editor uses the tune Jarre Dreams and uses The Sharks Intro we can also assume this tool is released in 1988.
