To avoid further speculation. Yes, it's wired in a sense. But, not as you might think. At that period of time, I had no idea how to wire, so here's a walk-through of my "highly advanced" and very manual wiring technique. In case you want to try it yourself.
1) I placed the monitor of my newly bought pc besides my 1084S.
2) I loaded the image in some gfx-program and resized it to correct size.
3) I resized the width with 50%, and then doubled it. This gave me the c64 "multicolor" pixels.
4) I changed the colors to my at the time (and later leon's) favorite colors - the red/purple scale, which works nicely with the water motive.
5) I drew some helping lines every 4x4 chars I think it was.
6) With the PC image as a base, I repainted the entire picture in a FLI-editor on my c64.
7) And finally I dithered, and moved around pixels for many hours.
Every single pixel is set by hand (at least once), but sure, I had very good help from the PC.
More work and time than you can image is put into this picture.
I can also tell you about another technique I've used more than once. The good old overhead paper. A plastic see-through A4 sheet which was used in school for showing things on an overhead projector. Draw whatever you want, and place the OH-paper on top. Make lines (both x and y) on the OH-paper, and you have a nice set of squares. Now, you can pixel the contents of these boxes and get really nice proportions. This is something which I personally think is easier done on paper than on the screen with a Tac-2.

wc: Leguan ? yes this is obviously "wired". not in the traditional sense though...it has been created entirely on the c64, using godot.
