Try running acme by hand, ie just type in acme koe.jpg.a it seems the error is because it doesn't like the ./ which should be .\ on win.

I could have use for some advice, I've tried to convert screencap to hires + overlay executable and fixed source image to the state where vicpack doesn't give error message about too much sprites anymore but now...
C:\TEMP\vicpack>vicpack -overlay -p -pepto -border 0 koe.jpg
...ends to...
./acme.exe koe.jpg.a
./acme.exe koe.jpg.a
Command ./acme.exe koe.jpg.a exited with code 127
...ending up with 5 files with no .PRG among them:

no worky under osx 10.6 (intel):

vicpack is a command-line tool for converting regular images (PNG/GIF/TIFF/JPG) to C64 format. It exports to the most common formats like multicolor, hires, MCI, FLI and others. It can also generate runnable programs using the ACME assembler.
25th July 2007: v0.10
* by default, vicpack now uses input image color indexes directly for color matching. colors are assumed to be in the standard c64 palette order.
* add option -pepto for closest color matching to the pepto palette.
* improved error messages - now prints coordinates of chars with too many colors.
* rename options -escos and -escos2 to -sprite for clarity
* rename option -s to -overlay
* -mci -p will now always mask leftmost pixel column using sprites
