I can see in the code that this is a moving raster interrupt using static FLD to delay the badlines while opening the sideborder.
No FLD would have been necessary as you can make the whole screen go $3fff.
FLD for just statically delaying badlines was used before, although I'm not sure if anybody actually moved the starting rasterline around before. We actually released Blood 'n Guts the same day. It features a sprite-high mid screen sideborder scroll on top of a text screen and was based on Scroll which i guess I released a couple of weeks earlier. Impossible Demo by Thunderbolt Cracking Crew actually uses sprites in the border with chars inbetween 1986(!), they choose to make it look like a expanded sprite scroll, but it's not! ESCOS I by 1001 Crew uses the full screen $3fff technique.

This is the first FLD ever made!

The Judges added the gap between the lines, with Think Twice, screen 2.

Look in Ace of Diamonds by The Supply Team - which is made 8 months before Think Twice!
