actually by Karsten Obarski, Romeoknight maybe did a cover of Obi's mod.

edit: and actually that mod you linked seems just a blind conversion to 31 instruments Protracker mod from the original 15 instrument Soundtracker mod by Obi... with added a tag "made by Romeoknight" %)
