I can get it down to 37 bytes, but returns with a syntax error.

I can't get that to work.
But you can just replace the SLO $EB00 with LDA #$18. This saves 1 byte (it gives a syntax error after running, but that is not against the compo rules, isn't it?)

Perhaps you can save one more byte by using the basic line number:
3192sys2051

performs SEI plus some other stuff before $080b.
