I looked into that during development, and for the original v2 version of the game NTSC music speed on PAL was patched away.
On PAL machines V1 game called music routine with extra call every 6th frame. Which made it play faster.
I can imagine that caused some glitching as the music routine can take in some cases 1/3 of the raster time, imagine that happening now and then every 6th frame (taking 2/3 of the time). I guess you need to play into 2 digit levels which are more complex to see the possible problems caused by that. I also tried to check if there was an easy way to get around that by modifying music routine itself to play in faster tempo, but its so messy that I couldn't get any heads/tails about it.
I also got used to the slower playback speed and I kind of like that more laid back feeling it causes :)

Amazing work reverse-engineering yet another game and huge respect for the effort! The guy looks much better and I can't but smile widely when the guy rises over the upper border. :D

Its working as it should be, some of the levels are easier without predetermined placing of the beams.
