The "version with docs" is an entirely different release. Notice the FLT intro always said "this is the Fast version wait for the Short one". These docs (along with a picture and an intro anim) belong to the short version and wouldnt fit on Fast version (which is the first file).

Here's where things get a little weird: There is a Short version done by RWE - Predator +4D - that includes these docs and the pic and animation - surely supplied by FLT? What we have with Rough's upload seems to be nearly identical, with the same file sizes on the Level files, however it has the same FLT intro as the Fast version and mentions nothing about RWE or the fact that it's actually the Short version. The scroll is exactly the same. Also if you try to use RWE's files with the original FLT intro it just crashes when trying to load the first level, and one of the non-Level files has a different name.
