File name says "trainer", so I guess you can't run out of money or something.

It was neither forbidden or censored, but put on the index. That is something different.

A simulation game in which the player is member of the terroristic organisation which hijacked planes and killed politicians all over Europe and beyond from the 1970s till 1990s. Forbidden by German authorities in 1989, one of the few cases in which I could imagine it might make some sense to renew the ban after it will expire this year (25 years is the normal lapse).

Of course, every German school kid had it on disk, this counterproductive censorship for a noncommercial game only brought publicity - and any publicity is good publicity.
