Download, unzipping and running in VICE works fine here. Maybe the problem occurs if your installed languages don't support umlauts (?) ... - could also be OS / filesystem related.

Yes, CSDb really needs to forbid stupid non ascii/non valid chars in filenames and/or normalize them on upload.
