Max Ylitalo (Lead level designer for Ion Fury and responsible for this Easter Egg) told me it is also a tribute to Terminator.



So basically a tribute to Terminator, Commodore 64 and Duke Nukem in one. :)

This is the Easter Egg I discovered the other day while playing Ion Fury. It is the Corporate Chaos (Capitol Offence) level.
