You're clearly doing it wrong, I uploaded a PRG after setting the sid correctly as NTSC/8580.
If PSID64 generates a prg with PAL written on it, your .sid is flagged for PAL, obviously. |

| everytime I put it through psid and play on vice to get a screen shot it would keep saying its PAL but its really not |

Why don't you replace the sid and prg then if it's not intended for PAL playback?
I'll fix the sid as NTSC for inclusion in HVSC. |
