Just tried it on a NTSC system. When you play the game, the whole bottom part flashes just like the PAL one. Appears not to be NTSC compat.

if it isn't fake they imported Pac-Mania +/Fairlight+INC to Alaska, their member list states Deathangel's Shadow and Illusionist, maybe some wind them up.
