It's actually a patch file. If I'm understanding it correctly the NTSC fix doesnt work without it.

"I've screwed the jump up that bypasses the pal/ntsc check, sorry about it.... Remember, run this file only if you have an NTSC computer, because the only I can change the file is that make it PAL only.......Later, Horizon"
