I speak for myself only: for all my "empty" entries I've made always exist a broken version, like my comment states and even I write filenames/size into the comment for one-filers for example.
If prefered I could also upload the corrupt files and those could be marked as "corrupt/broken" - maybe a good idea as it's some kind of proof those files really exist (like I doubt some few other entries, but that's not the discussion here).
The reason why I add those is simple - I'd love to have them and maybe someone else got them... else they might be forgotten. (c;

@TWR: you are wrong.
The reason this entry can stay in the database because there's a proof the release actually exists.
That's why the possibility to add a remark to explain why a file wasn't uploaded.
This was discussed and approved by Perff + mods in the forum many moons ago.

You don't have a working file - you don't make an entry.
