It is more a little in-between-screen after level 16 to show that you have now seen all different levels. Afterwards it continues with level 17, so game is still endless. Levels repeat each 16 with blocks placed somewhat randomly (which is the case from very start) and always maximum enemies (4 swirls) to gain higher scores until you have lost all lives.
