Reading the rules more carefully now this entry should probably be disqualified since I do change $d016 per frame. Street Tuff didn't explicitly allow touching scroll registers and he explicitly disallowed touching $d016 except on init. My guess: One layer is $d016 plus color RAM scroll.
Another layer is x/y wrapped 8x8 (or 7x7 or ever smaller) charblocks with an animated checkerboard square (zooming in/out) incl. $d016 counter offsets.
ECM colours are changed variably every 5-8 charlines (or something).
