It's a single (sic!) bitmap trick where it gets shifted by a block X/Y offset to create the illusion of snow falling. The order of frames is non-linear (diagonal?), to increase the feeling of snowflake randomness.
It's like a sprite sheet.

I hope I guessed it right LFT?

I really like that screen very much, although I don't get the connection between VSP and snow. Is there some scrolling involved to let the snow fall?

Use x64sc, not x64.

I tried all 7 VSP channel options and all resulted in variations on thick vertical char columns flickering across the screen.
(i was using VICE 3.1)
