I'm pretty sure that this is released sometime after the party. It is kind of vague on the release date. It just says that the standard was set on the party at that date.
The other one (New Int. Standard) does not have a date, but it was on the same disk as the party report (After-Party) which states it was written on July the 27th.

@TDJ: No, this is not the same. Check the file or the screenshot. It seems to be 2 releases about the same thing, tho. (allthough i dunno if the other standard was from the same party)
