W7 (and Vista I guess) solution:

In the file properties pleasse check on:

1. Win XP SP3 mode
2. Disable desctop compossitions (disable aero)
3. Run as admin (cos at the start hi blinding bmpc64 files by self to open - so entry and writting to registry)

Doesn't work for me - preview button freezes process. All works great in Pic2hires1col

The inteface might be a little confusing but this program is very useful.
Some usage help:
1. prepare 2 color 320x200 PC bitmap
2. load it to P2h1c
3. press PREVIEW
4. you have perfectly nibble ordered C64 2 color hires bitmap.
5. save bmpC64 and voila

The "OTHER" button does the same but for multicolor charset.
