Traditional animation is full of flat shaded characters running around on highly detailed gouache/acrylic backgrounds. I never had a problem with that as a kid, I don't have a problem with it now.

I like Mermaid's graphics because they show creativity and graphics talent, two things sadly so rare in the demoscene. And from somebody who is a graphic artist rather than just a scener with a well-developed technique of turning reference photos into dithered representations, I can't let an artistic flaw pass without making a comment. The flaw here is a lack of coherency both style-wise and in level of completeness. The style and finish of the characters simply does not match the graphic style and impressive finish of the landscape. Yes I realize it was drawn in HiRes, but then, if the GFX mode is limiting the integrity of a design concept, I wish multicolor or one of the dynamic screenmodes was used so there would be no such compromise.

Why so serious about a funny picture? A famous Hungarian animator once said that "Animation is not a joke", not even when the theme and subject is funny.
There is one saving grace, thankfully: Mermaid is self describing the release as just "a little compofiller". The effort of rushing this release and not finishing it properly (or re-doing in a more suitable screenmode) to enter the compo in time is something that can be respected, but in comparison to previous releases by Mermaid the apparent flaw in this one was unexpected.

ps.; less detail in the landscape would have made the overall design more coherent, but then we would miss the truly impressive implementation of the landscape, something so great that few other graphicians could have pulled that off in HiRes. This is why it could be a much better release if it was done in NUFLI or some other fancy mode.
