Whats new?

* Added centauri logo editor and interlaced logo editor decoding
* does not crash when palette can't be loaded
* different phase shift for even/odd lines on pal for correct colour mixing
* pal/ntsc decoder has better colour resolution due to improved algorithm
* fixed strange colour bars with chessboard patterns.
* added ini file loading

The PAL (and NTSC) decoder was not very good in the previous version, but this is quite close now. Using a s-video scart cable with a proper TV gives similar results including vertical lines on some special chessboard patterns. However I can't verify NTSC for correctness.
