This tool with take a gif/png/bmp/tiff that is 16 colours (will let you load any palleted image, just you must only use the first 16 colours), colours are to be in C64 order.

You must choose a background and both multi colours.

If the total number of chars is less than 256 you will then be able to save it either as Char Pad format components, so a charset + tileset + attributes + map. Just give the save dialog a name without extension and it will add the extensions automatically.
OR
As a CTM(v4), give it a filename with the ctm extension.

The reload button will load whichever bitmap was last chosen.

If there are errors in the conversion the broken chars will be listed in the panel to the right. Conversion is performed upon hitting save.
