Somewhat weird.
Intro scroller somewhat notes they recovered files from some ICS release to create this. The files here look pretty original compared to the frozen "thing" ICS did though. This also has a setup option. Hm.

However - in Germany the first 7 seasons of TMNT were indeed called Teenage Mutant _HERO_ Turtles and only later that got changed to the original Ninja name.
German wikipedia notes that, other european language entries just name it "Ninja", not "Hero". Not sure how this puzzles into the release name here.
