Socis observation is correct. Code animates voice 3 frequency to alter the random number sequence read from voice 3 oscillator. At some point the frequency is 0 when also the random number is 0 and this stops the oscillator and causes the loop in code.

Given enough time it will hang in this loop:

seed                                    ; random

        and #$03
        beq seed                        ; random 1 2 3, not 0

Encountered it on real hardware, but also happens on VICE with reSID.
