I've got a byte to bit compressor tool for C64 somewhere. It takes a whole byte as input and produces one bit (0 or 1) as output. Needless to say, the compression process is not fully lossless. If I remember correctly it is also not fully deterministic in the sense that the same byte value sometimes produces 1 and sometimes 0.

just be careful: some loaders don't like setting $dd00 this way... |
