I got some info from the author.
The gfx was done with Playscii: https://jp.itch.io/playscii
the tool is interesting because it allows you to use PETSCII (and other *scii sets) in your creations.
the result, like in this case, is a hi-res bitmap image (2 colors in each 8x8px char), with PETSCII chars but without PETSCII limits (background color + chars color).

So you think that labelling a compo ‘PETSCII’ does not automatically mean character graphics are mandatory (as opposed to hires bitmap). I couldn’t disagree more. C’mon man, not only are there multiple bg colors, but this seems to use chars from both upper and lowercase (!?) simultaneously and for no discernible reason at that.

Fantastic logo. I know it’s not “PETSCII” but it goes half way, surely, to having the benefits of it..? Ie. It will compress really well with a fairly small overhead on top of the size of a regular PETSCII.
Anything like this that causes little bits of controversy are great - if the compo rules didn’t rule this out, fair play to the artist! chatGPZ: yeah, from what I remember, the compo requirements -- which also included ANSI and ASCII entries -- were pretty loose:
"PETSCII: Just the standard Commodore font."
