Simple info:
During normal CPU operation in C64 it can be overclocked to 3Mhz (2.90 is stable,I've tested) but you have VIC whitch slows it down to about 1MHz. Fortunately we have FAST RAM on new C64 board :) CPU or VIC can access to DRAM with 225-250ns.. So on a stock board you can access DRAM four times in a 1000ns cycle. What about ROMS? They are faster.
Based on this information CPU and VIC accesses to dram in cycles looks like (in ViC's short line):
CPU(250ns)-VIC(250ns)-CPU(250ns)-VIC(250ns).. no BA, AEC .. non stop, so CPU is really twice faster in the same time.
Access to VIC registers is longer story.
If you want to stop CPU during every cycle what would you do? It's not so simple but I've stopped the clock, and it works as you can see.
