Perhaps "Finalizing" is the 21st centuries way of saying "linking"?
I also don't care to involve myself in whatever phrase is appropriate for a terminology that I've never heard outside microsoft products.

so the overkiller invented a "new term" for what everyone else called "linking" until now. great. \o/ .. Let's put the sarcasm aside just a moment. This thing came out during a chat with The Shadow about the releasing stage. He asked for a term which explain "the encompass linking and many other possible modifications or additions to complete a release". I suggested "finalizing" and he asked to Perff to include it among the others. I'm not interested to defend this "term", is it unnecessary? Good, remove it. For once I have to agree with Groepaz, 'finalizing' is a completely redundant category.

back in the old days linking pretty much exactly ment "to take all the various components that go into a release and assemble them into a complete form ready for release.". no more no less. this "finalizing" term is just a desperate attempt to somehow make this linking job look more important. if it really was so much more than "linking", then most likely it was part of "cracking" or "coding" or "bug fixing". no additional credit required really.
