Well, I've watched 'The Last Traktor 3' (1992) and I
must admit that Pernod/HZ did the first one. I didn't
know it. I had the idea around 1990/91 by watching
the 'Double Density' demo from X-Ample and then I
stopped scene for 5 years. Later in 1995 I asked around
if someone knows about such a routine: nobody. So
I finally coded it. I did not know that it was already
done. Congrats to Pernod of Horizon.

Then I suggest watching the final upscroller in The Last Traktor III. The linking is bad in that demo so you have to load the end part manually. (speaking of worlds first interlaced up scrollers)

The name 400 derives from the fact that
this demo includes the world first
scroll interlace effect (SIE) with
the 320x400 resolution.

IMPORTANT:
In order to see the interlace you need
a real c64. On emulators the effect is
not well rendered. The SIE has a quality
like the AMIGA interlace modus.

The demo also was spread as "partydemo"
at The Party 1996 with a coop part by
Carlos of Onslought.
